Reformulasi Pengelolaan Sumber Daya Manusia di Satpol PP Kota Batam: Pengaruh Kompensasi, Beban Kerja dan Disiplin Kerja terhadap Kinerja Penegakan Peraturan Daerah

Penelitian ini mengkaji kinerja penegakan Peraturan Daerah (Perda) oleh Satuan Polisi Pamong Praja (Satpol PP) Kota Batam dengan menempatkan reformulasi pengelolaan SDM sebagai fokus analitis. Tujuan penelitian menguji pengaruh kompensasi (CO), beban kerja (WL) dan disiplin kerja (WD) terhadap kinerja penegakan peraturan (KPP) serta mengidentifikasi determinan yang paling dominan. Desain penelitian kuantitatif-eksplanatori diterapkan melalui survei potong lintang terhadap 100 personel Satpol PP. Data dikumpulkan menggunakan kuesioner skala Likert 1–5 dan dianalisis dengan PLS-SEM SmartPLS melalui bootstrapping 5.000 subsampel. Hasil menunjukkan seluruh indikator memenuhi validitas konvergen (outer loading ≥0.708; AVE 0.542–0.632) dan reliabilitas memadai (Cronbach’s alpha 0.801–0.846; CR 0.813–0.881). Validitas diskriminan terpenuhi (HTMT 0.604–0.768) serta tidak ada multikolinearitas (VIF 1.82–2.28). Model memiliki daya jelas sedang–kuat (R²=0.687; Q²=0.461) dan kelayakan fit yang layak (SRMR=0.082; NFI=0.922). Pada model struktural, CO (β=0.184; p=0.001), WL (β=0.216; p<0.001) dan WD (β=0.442; p=0002) berpengaruh positif signifikan terhadap KPP dengan WD sebagai prediktor terkuat. Temuan menegaskan bahwa peningkatan kinerja penegakan tidak cukup ditopang insentif, tetapi juga menuntut pengelolaan beban kerja yang terukur dan penguatan disiplin berbasis SOP. Implikasinya, pemerintah Kota Batam perlu merancang skema kompensasi yang adil, redistribusi tugas yang realistis serta pembinaan disiplin yang konsisten untuk meningkatkan efektivitas sekaligus akuntabilitas penegakan Perda. Secara konseptual, penelitian memperluas diskursus kinerja aparat penegak Perda dengan memadukan perspektif kompensasi, job demands sebagai tantangan dan kontrol perilaku melalui disiplin kerja dalam satu kerangka prediktif pada konteks Indonesia. Di sisi lain, karena data bersifat potong lintang dan berbasis persepsi, generalisasi perlu dilakukan secara hati-hati serta dianjurkan replikasi lintas daerah.
