Implementasi Kebijakan Sistem Aplikasi Keuangan Tingkat Instansi (SAKTI) di Lingkungan Politeknik Imigrasi Kementerian Hukum Republik Indonesia

Penelitian ini menganalisis implementasi kebijakan Sistem Aplikasi Keuangan Tingkat Instansi (SAKTI) di Politeknik Imigrasi. Fokus utama penelitian adalah mengevaluasi keberhasilan sistem melalui model DeLone & McLean dengan mengintegrasikan Kepemimpinan Transformasional dan Manajemen Perubahan sebagai variabel anteseden. Masalah utama yang diangkat adalah adanya gap antara desain sistem yang canggih dengan aktualitas penggunaan di lapangan yang masih terkendala oleh keterbatasan kompetensi SDM dan hambatan organisasional. Metode penelitian yang digunakan adalah kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi di lingkungan Politeknik Imigrasi. Analisis data dilakukan secara sistematis untuk membedah bagaimana faktor manajerial memengaruhi dimensi kualitas sistem, kualitas informasi, dan kualitas layanan sistem informasi. Hasil penelitian menunjukkan bahwa kualitas teknologi SAKTI tidak secara otomatis menjamin keberhasilan implementasi tanpa dukungan faktor non-teknis. Kepemimpinan transformasional berperan krusial dalam memberikan stimulasi intelektual untuk mengatasi hambatan kompetensi pengguna. Sementara itu, manajemen perubahan dengan pendekatan ADKAR menjadi instrumen penting dalam memitigasi resistensi dan menjamin keberlanjutan transisi digital. Temuan penelitian menegaskan bahwa integrasi kepemimpinan yang kuat dan manajemen perubahan yang terstruktur secara signifikan meningkatkan kepuasan pengguna dan dampak organisasional. Penelitian ini merekomendasikan penguatan kapasitas manajerial sebagai prasyarat mutlak keberhasilan transformasi digital di sektor publik.
