Abstract

Penelitian bertujuan untuk menganalisis pemanfaatan teknologi digital dalam pelaporan dan penindakan pelanggaran peraturan daerah di Kota Batam serta konsekuensi hukumnya bagi akuntabilitas penegakan dan perlindungan hak warga. Desain penelitian menggunakan metode yuridis-normatif dengan strategi normatif-terapan melalui pendekatan perundang-undangan, konseptual dan kasus, didukung telaah literatur serta analisis dokumen kebijakan dan praktik kelembagaan. Analisis dilakukan dengan membangun rantai proses pelaporan–penindakan  dan mengevaluasinya menggunakan matriks lima dimensi: legalitas dan AUPB, tata kelola data pribadi, keamanan aplikasi, pembuktian serta jejak administratif dan mekanisme pengawasan serta keberatan. Hasil menunjukkan pelaporan digital berpotensi meningkatkan responsivitas dan transparansi proses, namun efektivitas hukumnya sangat ditentukan oleh standar verifikasi minimum, minimisasi data, kontrol akses dan retensi, audit keamanan berkala, serta dokumentasi tindakan yang konsisten. Titik rawan teridentifikasi pada fase verifikasi, penyimpanan bukti data, serta eskalasi tindakan. Penelitian merekomendasikan kerangka due process digital untuk penegakan peraturan daerah melalui SOP verifikasi dan eskalasi, privacy-by-design dan security-by-design, audit trail yang dapat diaudit, indikator kinerja yang memasukkan fairness dan inklusivitas serta kanal koreksi yang mudah diakses. Kontribusi penelitian terletak pada parameter operasional yang dapat digunakan pemerintah daerah untuk memperkuat legitimasi penindakan berbasis laporan digital di kota maju dalam konteks negara berkembang.
