Faktor-Faktor yang Mempengaruhi Organizational Innovation di Sektor Pemerintahan Indonesia: Transformational Leadership, Organizational Climate, Knowledge Sharing (Tinjauan Literatur dari Perspektif Sumber Daya Manusia dan Organisasi)

Artikel ini secara sistematis menguji elemen-elemen yang memengaruhi inovasi organisasi dalam sektor pemerintahan Indonesia dari kerangka manajemen sumber daya manusia dan teori organisasi. Tinjauan ini berfokus pada kepemimpinan transformasional, iklim organisasi, serta berbagi pengetahuan sebagai pemicu utama yang meningkatkan kapasitas inovatif organisasi publik. Tujuan dari artikel ini adalah untuk membangun sebuah pemahaman konseptual yang menyeluruh mengenai bagaimana variabel-variabel ini berkontribusi pada inovasi di dalam institusi pemerintah dan untuk merumuskan hipotesis untuk penelitian selanjutnya. Metode yang digunakan adalah tinjauan literatur (literature review) yang menganalisis teori dan temuan empiris terdahulu yang relevan dengan topik ini. Hasilnya mengindikasikan bahwa kepemimpinan transformasional memperkuat kreativitas dan motivasi pegawai untuk menghasilkan perbaikan; iklim organisasi yang mendukung menciptakan lingkungan yang mendorong eksplorasi ide; dan berbagi pengetahuan berfungsi sebagai mekanisme krusial yang memungkinkan organisasi untuk mengembangkan dan mengimplementasikan inovasi. Artikel ini menyimpulkan bahwa ketiga faktor ini adalah komponen strategis yang harus diperkuat oleh organisasi publik untuk meningkatkan kapasitas inovasi mereka.
