Abstract

Peningkatan kompleksitas penanganan kasus narkoba menuntut organisasi kepolisian memiliki sumber daya manusia yang berkualitas sebagai faktor strategis dalam meningkatkan efektivitas penegakan hukum. Penelitian ini bertujuan menganalisis pengaruh human capital terhadap kinerja penanganan kasus narkoba dengan kepuasan kerja sebagai variabel intervening melalui pendekatan Systematic Literature Review (SLR). Penelitian menggunakan pedoman PRISMA 2020 dengan menelaah 30 artikel ilmiah yang dipublikasikan pada periode 2019–2026 dan diperoleh dari basis data Scopus, Web of Science, ScienceDirect, SpringerLink, Emerald Insight, Taylor & Francis, Google Scholar, serta jurnal nasional terakreditasi SINTA. Data dianalisis menggunakan Thematic Content Analysis untuk mengidentifikasi pola hubungan antarvariabel. Hasil kajian menunjukkan bahwa human capital berpengaruh positif terhadap peningkatan kinerja organisasi melalui peningkatan pengetahuan, kompetensi, pengalaman, dan kemampuan personel. Selain itu, kepuasan kerja terbukti berperan sebagai variabel intervening yang memperkuat hubungan antara human capital dan kinerja. Personel dengan tingkat kepuasan kerja yang tinggi cenderung memiliki motivasi, komitmen, dan produktivitas yang lebih baik sehingga mampu meningkatkan efektivitas penanganan kasus narkoba. Penelitian ini menghasilkan model konseptual Human Capital → Kepuasan Kerja → Kinerja Penanganan Kasus Narkoba yang memperkaya pengembangan Human Capital Theory dalam konteks organisasi penegakan hukum serta menjadi dasar bagi penelitian empiris dan perumusan kebijakan pengembangan sumber daya manusia di lingkungan kepolisian.
