Abstract

Konflik berkepanjangan di Sudan Selatan telah menyebabkan krisis kemanusiaan yang kompleks, menghambat stabilitas politik serta pembangunan sosial. United Nations for the Coordination of Humanitarian Affairs (UN-OCHA) berperan dalam mengoordinasikan bantuan kemanusiaan serta menerapkan Asas - Asas Umum Pemerintahan yang Baik (AUPB) guna meningkatkan transparansi, akuntabilitas, dan efektivitas dalam penanganan krisis. Penelitian ini bertujuan untuk menganalisis peran United Nations Office for the Coordination of Humanitarian Affairs (UN-OCHA) dalam penerapan Asas - asas Umum Pemerintahan yang Baik di Sudan Selatan serta mengidentifikasi hambatan yang dihadapi, seperti ketidakstabilan politik, kurangnya koordinasi antar pemerintahan pusat maupun lembaga pemerintahan, serta lemahnya budaya akuntabilitas. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan analisis data sekunder mengenai kebijakan dan implementasi United Nations Office for the Coordination of Humanitarian Affairs (UN-OCHA) dalam menangani konflik. Hasil penelitian menunjukkan bahwa meskipun United Nations Office for the Coordination of Humanitarian Affairs (UN-OCHA) telah berupaya menerapkan prinsip Asas - Asas Umum Pemerintahan yang Baik (AUPB), masih terdapat kendala signifikan yang menghambat efektivitasnya. Kesimpulan penelitian ini menekankan bahwa diperlukan strategi yang lebih inklusif, penguatan kapasitas institusi lokal, serta transparansi dalam distribusi bantuan guna meningkatkan efektivitas intervensi kemanusiaan serta mendukung stabilitas dan pemulihan di Sudan Selatan.
