Abstract

Penelitian ini bertujuan untuk menganalisis pemanfaatan Big Data dalam sistem pangan nasional serta merumuskan strategi intelijen berbasis Big Data dalam pengamanan stabilisasi harga beras sebagai pilar ketahanan pangan nasional. Penelitian ini menggunakan pendekatan kualitatif dengan metode wawancara mendalam terhadap narasumber dari lembaga pangan, akademisi serta lembaga intelijen. Data dianalisis secara tematik untuk menggali pola pemanfaatan data besar dan strategi intelijen ekonomi dalam menjaga stabilitas harga beras. Hasil penelitian menunjukkan bahwa pemanfaatan Big Data dalam sistem pangan nasional telah diterapkan pada seluruh tahapan produksi, distribusi, dan konsumsi, namun integrasinya masih terbatas dan berada pada tahap transisi, dikarenakan fragmentasi data antarlembaga, ketiadaan single data, dan ketergantungan pada data eksternal di sektor produksi menunjukkan bahwa ekosistem Big Data pangan belum terbentuk secara utuh. Kemudian strategi intelijen berbasis Big Data dirumuskan pada lingkup strategis dan lingkup operasional. Pada lingkup strategis yaitu koordinasi lintas lembaga dalam perumusan rekomendasi kebijakan. Kemudian pada lingkup operasional yaitu pelaksanaan fungsi penyelidikan, pengamanan, penggalangan, peran deteksi dini, dan peringatan dini. Strategi tersebut perlu didukung oleh ketersediaan anggaran, kesiapan infrastruktur dan SDM teknis. untuk mendukung ketahanan pangan yang berkelanjutan.
