Abstract

Penelitian ini mengkaji maladministrasi dalam pelayanan MPP Digital Nasional melalui kasus keterlambatan penerbitan SIPA Apoteker bagi Nn. NWPS di Apotek Bisda Farma, Konawe Selatan. Permohonan yang berhenti pada status “TTE SK” tanpa penjelasan menunjukkan lemahnya kepastian hukum, keterbukaan, kecermatan, profesionalitas, dan kualitas pelayanan publik. Dengan metode normatif-empiris, penelitian ini memadukan wawancara, tangkapan layar aplikasi, serta kajian hukum administrasi. Hasil penelitian menegaskan bahwa pemohon berhak memperoleh klarifikasi, keberatan administratif, pengaduan Ombudsman, serta upaya PTUN melalui fiktif positif atau gugatan perbuatan melanggar hukum oleh pemerintah. Temuan ini menegaskan bahwa digitalisasi harus menghadirkan jawaban, tanggung jawab, dan pemulihan nyata bagi pemohon.
