Abstract

Praktik over dimension dan over loading (ODOL) pada angkutan barang jalan raya masih menjadi permasalahan serius dalam sistem logistik Indonesia karena menimbulkan kerusakan infrastruktur, risiko keselamatan lalu lintas, meningkatnya biaya logistik, serta ketidakadilan persaingan antar moda transportasi. Oleh karena itu, logistik berbasis kereta api memiliki potensi sebagai alternatif transportasi yang lebih aman, efisien, dan berkelanjutan, namun kontribusinya terhadap angkutan logistik nasional masih relatif terbatas. Penelitian ini bertujuan menganalisis dan merumuskan strategi bisnis PT Kereta Api Logistik (KAI Logistik) dalam mengurangi praktik ODOL melalui optimalisasi angkutan barang berbasis kereta api. Metode penelitian menggunakan pendekatan deskriptif kualitatif dengan melalui wawancara mendalam terhadap tujuh partisipan kunci, observasi, serta studi dokumentasi perusahaan dan kebijakan terkait. Hasil penelitian menunjukkan bahwa strategi utama yang dapat dilakukan meliputi penguatan layanan logistik terintegrasi end-to-end, peningkatan kapasitas dan frekuensi angkutan kereta api, digitalisasi layanan logistik, kemitraan multimoda dengan angkutan non-ODOL, serta advokasi kebijakan biaya operasional seperti track access charge (TAC). Strategi tersebut berpotensi meningkatkan daya saing moda rel sekaligus mendukung peralihan angkutan barang dari jalan raya.  Penelitian ini menyimpulkan bahwa optimalisasi logistik berbasis kereta api dapat menjadi solusi strategis dalam mendukung implementasi kebijakan Zero ODOL, meningkatkan efisiensi rantai pasok nasional, dan mendorong transportasi logistik yang lebih berkelanjutan. Implikasi penelitian menunjukkan perlunya dukungan kebijakan pemerintah yang lebih berkeadilan antar moda transportasi, integrasi sistem logistik multimoda, serta inovasi model bisnis logistik berbasis rel guna memperkuat daya saing sektor logistik nasional.
